- Non-members of the Institute may be allowed to use the library with permit from the Institute Librarian's Office. Only room use of library materials is allowed.
- Alumni and former faculty members.
- Faculty and students of educational institutions who are officially referred to the library.
- Government employees and personnel of industrial firms doing research for official purpose.
- ID Card and Referral Letter
- Payment of a fee of P5.00 per section per hour or a fraction thereof.
Requirements for the Permit for Outside Users
Fees
- Students and faculty of the MSU system may use the library for the whole semester provided they register and pay a semestral fee of P50.00. A referral letter from the Chief Librarian of the campus is required upon registration. They can also opt to pay per visit like the other categories.
- Other categories must pay a fee of P5.00 per hour or a fraction thereof or P20.00 per day.
- There is a separate fee for the use of computers, CD-ROM and microfiche.
Borrower's Card (BC)
Borrower's Card will be issued upon payment of P15.00 to cover cost of barcoding and lamination. The card should be presented to the Control Desk upon entrance of the library and when borrowing any library material.
Registration
All users should register at the designated sections. For first time applicants bring two (2) 1X1 ID pictures. For subsequent applications bring only one recent 1X1 ID photo.

Validity
A borrower's card is valid for one academic term and must be surrendered to the issuing library and revalidated at the beginning of each term. It is nontransferable.
Replacement for Lost BC
When filled up or lost, a BID may be replaced. Replacement is issued one week after the report of loss and upon payment of fifteen (P15.00). Only one replacement is allowed per semester.
General Conduct
- Proper conduct is expected of all library users. Courtesy, politeness, and respect for others should be observed at all times. Loud conversation, smoking, eating, use of cell phones and littering are deemed improper inside the library.
- Return catalog trays, books, periodicals and chairs to the proper places after using them. Do not pull out the catalog cards from the catalog trays.
- Treat the library materials with care. Mutilating, marking, or damaging materials is an offense penalized by a fine (the amount depending on the extent of the damage done) or suspension.
- Always seek the assistance of the librarian when using the computers, microfiche readers/slides, printer, CD-ROM, video tapes, cassette tapes, television set, and VHS player.
- Repeated violation of library rules and misconduct is a justification for the curtailment of the library privilege. These are:
- Lending one's borrower's card to other users. This is punishable by confiscation of the borrower's card and suspension of library privilege of both parties involved.
- Three times overdue. A user is given a warning after the third overdue.
- Four times overdue. A user with four times overdue will have his/her borrowing privilege curtailed for a month.
- Misconduct. Users who violate the library's rules and procedures can be subject to privilege curtailment, suspension, or expulsion depending on the gravity of the offense.
Responsibilities of Library Users
- Return library material promptly on or before the specified due date. A fine is imposed for late return of materials as follows:
- Circulation Books: A fine of P5.00 is imposed for every overdue book for the first three days and P10.00 for each day after.
- Reserve Books: An initial fine of P5.00 is charged for the first hour of overdue; P1.00 each hour of overdue afterwards for a maximum of P20.00 a day.
- A fine of P20.00 an hour is charged for taking a Reserve Book out of the library without permission.
- All books borrowed are subject to recall when the need arises. Return the book within 2 days after such a recall. A fine of P15.00 per day is imposed for failure to comply.
- Report to the librarian immediately the loss of a borrowed material. A lost item from the library must be replaced by the borrower. While looking for the book or a replacement and to prevent accruing fines, a deposit shall be made a the Technical Services in the amount equal to the replacement cost which shall include current price, plus 10% processing fee. This deposit is refundable only within 30 days from date of deposit if the book is recovered or replaced. After 30 days, the amount deposited is paid to the Cashier's Office and a Waste Material Report is prepared to relieve the library personnel of his accountability.
- Secure a library clearance from the designated libraries and surrender Borrower's Card to the library where it was issued. For the lost clearance slip, a second may be issued upon payment of P10.00.
