» The Chancellor's 2007 Report
This year’s performance of the Office of the Vice Chancellor for Administration and Finance were the joint efforts of Atty. Basher T. Macapado and Dr. Polaus M. Bari who shared the stewardship of leading the office. From January 1, 2007 up to March 12, 2007 or almost the entire first quarter of the year was under the stewardship of Atty. Basher T. Macapado, upon which Dr. Polaus M. Bari took over the helm on March 13, 2007, after the Board of Regents of the MSU System finally confirmed its designation as Vice Chancellor during its meeting last March 8, 2007 in Manila. The year ahead was very challenging for Dr. Bari. To assume the duties and responsibilities inherent to the position was a very big challenge to face. There were cost center heads under the Office of the Vice Chancellor for Administration & Finance retired from government service during the year; the director of the Physical Plant Department and the head of the Purchasing Division.
However, significant accomplishment of the office was achieved because of the strong support from Chancellor Salazar, the two vice chancellors namely, Dr. Nuneza and Dr. Supe, the cost center heads under the office of the Office of the Vice Chancellor for Administration & Finance (OVCAF) and other stakeholders of the Institute.
Sharing the mandated task of serving the Institute in implementing the Administration and Finance programs are the other component units of the Office of the Vice Chancellor for Administration and Finance- the Physical Plant Division (PPD), the Purchasing Services Division (PSD), the Human Resource Management Division (HRMD), the Institute Clinic (IC), the Security and Investigation Division (SID), the Supply and Property Management Division SPMD), the Cashiering Division (CD), the Accounting Division (AD), and the Income Generating Projects (IGP).
PERFORMANCE HIGHLIGHTS
- Problems on GSIS previous years’ remittances affecting Institute employees were partially acted which would eventually be solved by 2008.
- Completion of the construction and inauguration of the MSU-IIT Hostel (Phase 1) as part of the Income Generating Projects of the Institute.
- Installation/construction of a common area for streamers and public announcements.
- Streamlined and simplified the procedures of procurement activities pursuant to “The Government Procurement Reform Act” otherwise known as R.A. 9184.
FUTURE PLANS AND ACTIVITIES FOR 2008
A. PHYSICAL FACILITIES/ UTILITIES
- Completion of roofing accessories (gutter) and canopy of Engineering and Technology Building Complex.
- Completion of fourth floor of Engineering and Technology Building Complex.
- Improvement of Campus Drainage especially main line drainage ( construction of diversion drainage to Canaway creek)
- Continuation/ completion of Graduate School Dormitory (Phase 1) construction.
- Face-lifting/ renovation of Gymnasium
- Improvement of garbage collection using solid waste management approach.
- Beautification / Landscaping of selected areas of the Campus.
- Construction of ICTC building.
- Renovation of Administration Building Annex.
- Improvement of Existing perimeter Fence especially at the back of Hostel building.
- Construction of exit pedestrian/ covered walk fronting Administration building.
- Repainting of exterior wall of Main Library building.
- Replacement of dilapidated roofs of IDS Complex, CBA, CSM, COE and Gym buildings.
- Face-lifting of Institute clinic building.
- Renovation/ ventilation enhancement of business center building.
- Procurement of shuttle bus.
B. ADMINISTRATIVE SYSTEMS AND PROCEDURES
- Enforcement and monitoring of existing policies, guidelines, special orders and memoranda.
- Completion of manual of operations for Income Generating Projects (IGP), and Administration and Finance offices.
- Completion of Performance Evaluation System instrument for administrative employees.
- Enhancement of procurement system and procedures.
- Reconciliation of employees GSIS remittances.
- Crafting of IGP manual of operations.
- Crafting of employee manual.
- Observance and enforcement of CSC rules and regulations by employees.
- Compliance of recent Audit Observation Memorandum in the Institute’s operations and transactions.
- Implementation of Good Housing policy/ program of the Institute.
- Enhancement of security measures in the campus.
